Using CSS and XHTML to create and update websites streamlines and standardizes the process by seperating content from presentation. One of the improvements from HTML to XHTML was removing tables and adding a stylesheet as a way to layout pages. No longer is there the need to scroll through pages of code to alter the width of a column or use the dreaded spacer gif to fill in gaps.
Website Designers / Developers must ensure that these technologies are being utilized. A great tutorial for CSS can be found on http://www.w3schools.com/css/css_intro.asp
